Gaza Ceasefire Talks Proceed as Israelis Mark Two-Year Commemoration of October 7th Attacks

Initial phase of Middle East negotiations between the Palestinian group and mediators have ended in the Arab Republic “in a constructive environment”, according to Egypt’s state-linked media early on Tuesday.

Al-Qahera News, which is linked to state intelligence, reported the discussions will resume on Tuesday, additionally between Hamas and mediators in the tourist destination of the Egyptian city, where an Israeli delegation landed on the previous day.

Israel and Hamas are anticipated to engage in indirect talks on the details of a proposal by US President Donald Trump for a captive-detainee exchange and long-term truce.

The US president’s twenty-point plan specifies an immediate ceasefire, an exchange of all hostages held by the Palestinian faction for Palestinian prisoners held by the Israeli state, a staged pullout of Israeli forces from Gaza, the disarmament of Hamas and the introduction of a interim administration led by an international body.

Among Hamas’s main demands since the outset of the conflict has been a full withdrawal of Israeli troops from Gaza in exchange for the release of the remaining hostages. And while the Palestinian militant group has signaled its willingness to give up administrative authority, it has repeatedly ruled out disarming.

During this initial stage of negotiations, Egyptian and Qatari intermediaries are working with both sides to establish ground conditions for the liberation of the remaining 48 Israeli hostages held in the enclave in return for 1,700 detainees from Palestine held in Israeli jails, and to decide the timeline of a temporary truce.

This round of negotiations is anticipated to be difficult and complex, and could continue for several days, according to reports. We will have more details on the negotiations shortly.

The talks come as Israelis across the nation prepare to commemorate the two-year anniversary of the 7 October Hamas-led assaults on southern Israel, in which approximately 1,200 people, mostly civilians, were slain and 251 taken hostage.

Uncertainty Remains Over Peace Agreement

Although there are optimistic indicators about this effort to bring about an conclusion to the conflict in Israel, there remains uncertainty over whether or not a agreement can be reached and, crucially, sustained.

Hamas has partially accepted the US president’s twenty-point proposal, which Israel has agreed to, but there are still major sticking points that need addressing, including the post-war administration of the Gaza Strip, the degree of withdrawal of Israeli forces and the group’s demilitarization.

Negotiators have to agree which Palestinian prisoners will be released from prisons in Israel. The representatives from Palestine is expected to request prominent leaders, such as the Palestinian leader Marwan Barghouthi, who are highly regarded in the Palestinian territory and the coastal enclave.

Conservative members of the Israeli government have exerted influence to ensure such popular figures stay behind bars, Israeli media has reported.

Itamar Ben-Gvir, the ultra-conservative government official, warned to leave the administration if Hamas still remained after the freeing of captives, introducing another hurdle to already delicate negotiations.
